In order to awnser that question, we first need to look at the offical definition of vulnerability. This is as following:
"How sensitive the respective reference group is to internal and external disturbance events. This includes the likelihood of potential damage (TURNER et al. 2003)
and the ability of the system to cope with the influences in order to continue to maintain system services (BIRKMANN et al. 2013)."
When adressing gender specific vulnerability it is very important to understand that the deciding factor is not the biological gender, but rather the social gender.
The social gender is defined by a role based behaviour which is culturally, societally and socially shaped by societal, behavior and marked by patriarchal power structures
